59th Council meeting of International Organization „Interelectro“ and the „International Energy Forum-2013“ summary

On 2-3 December 2013 by invitation of Ministry of  ecology  and  natural  resources  of  Ukraine the 59^th Council meeting of International Organization for economic and scientific-technical cooperation in electrical industry took place in Kiev, Ukraine. At the meeting of the Council, together with the International Academy of Electrical Sciences and the World Academy of Sciences for Complex Safety the „International Energy Forum – 2013“ was held.

The Forum was attended by representatives of international scientific community and leading scientist from around the world, as well as delegates from 24 countries representing the largest industrial enterprises in such fields like oil, gas and electrical industry, subsoil and ecology, mechanical engineering and agricultural development.

The event addressed issues in the fields of electro technology and energy, and development of alternative energy sources. Also, discussion about the most scientifically-progressive methods of energy saving and energy efficiency took place. Papers on the innovations within oil and gas industries were brought to the attention of participants. Addressed were the matters concerning nuclear energy, modernization of mining and metallurgy industry, industrial safety, and possibilities of use of modern nanotechnology.

On the 59^th Council meeting were review issues concerning “Interelectro’s” international cooperation and the program for the organization’s future development in the year 2014. In this task participated representatives of member states in the Council of “Interelectro, as well as Heads of diplomatic missions, accredited in the Russian Federation and Ukraine, representatives of different countries, working parties, international associations, veterans and co-workers of the Secretariat of “Interelectro”.

The greeting speech was given by Deputy Chief of NJSC Naftogaz of Ukraine Dmitriy Mormul. Director of the legal department Vladimir Buchko gave a speech on behalf of the Minister of Ecology and Natural resources of Ukraine Oleg Proskuryakov. The President of the Foundation for Assistance to national projects, Hero of the Soviet Union, a distinguished test pilot of the USSR, and a Soviet cosmonaut Igor Volk, the President of the International Academy of Electrical Science Valeriy Altov, and the President of the World Academy of Sciences for Complex Safety Mihail Liubimov followed with their speeches.

The anniversary meeting of the Council of IO “Interelectro”, dated for the 40^th year since the establishment of the organization, was opened by the Chairman of the board of “Interelectro”, advisor to the Deputy Prime-Minister of Kahakhstan Republic and to the Minister of Industry and New Technologies of Kazakhstan, Kuralbay Buharbajev. He presented congratulatory speeches on behalf of the Public Chamber of Russian Federation, Chamber of Commerce and Industry of Russian Federation, Chamber of Commerce and Industry of the Republic of Poland, Chamber of Commerce and Industry of the Republic of Tajikistan, Board of Veterans of Energetics in the Ministry of Energy of the Russian Federation, and the Ministry of Energy and Industry of Kyrgyz Republic.

The following people presented their reports during the Council meeting: the President of the Foundation for Assistance to national projects, Hero of the Soviet Union, a distinguished test pilot of the USSR, and a Soviet cosmonaut Igor Volk; the President of the International Academy of Electrical Science Valeriy Altov; the Vice-President of the World Academy of Sciences for Complex Safety Konstantin Liubimov; the Secretary of the Information and Communications Technology Council and the Advisor to the President of the Republic of Tadzhikistan in the field of science and new technology Muhabatsho Ruzadorov; the Chief of the industry department in the Ministry of Industry and New Technology of the Republic of Tajikistan Komilboy Zokirov; Deputy Chairman of the Board of Directors of the telecommunications companies Commonwealth Vyacheslav Kachanov; Deputy Minister of Energy and Electrification in the USSR (1986-1992), laureate of the USSR Council of Ministers award, honored worker of the fuel and energy complex in the Ministry of Energy of the Russian Federation, merited power engineer of the CIS Juriy Kirillov.

To the attention of “Interelectro” Council meeting participants was brought a report by the Head of the Secretariat of "Interelectro", active member of the International Academy of Electrical Science, Doctor of science in Electrical Engineering Ruzi Negmatov. In his report he addressed issues concerning future development of economical and scientific cooperation in the framework of “Interelectro”.

The Head of the Secretariat Ruzi Negmatov informed the participants of the organization’s cooperation at the governmental level during the past year, of the possibilities of IO “Interelctro” and prospects of cooperation within the Organizations framework, about signed bilateral and tripartite agreements and memorandums, and about the participation of “Interelectro” in major international events. Also he spoke about the carried out works and groundwork laid during the past year in connection with the expansion of organization’s scope of activities in such fields as protection of ecology and environment, extraction of natural resources, and oil and gas sector (in accordance with decisions made by the 58^th Council meeting of “interelectro”) with an aim of providing a full range of necessary services to the Member-Countries of the Organization.

 The event continued with speeches from the following participants: representative of the All-Russian Scientific Research Institute of organization, management and economics of oil and gas industry Ele Baysarov; representative of the Physics and Technical Institute of the Republic of Kazakhstan Vasiliy Klimenov; Deputy Director of JSC "Specialus montazas-NTP" (Lithuania) Mihail Martinkevich; representative of coal mining corporate enterprise “Zasyadko coal mine”. Also, a presentation by a German company “Prime Drilling” was shown.

A Solemn Award ceremony took place during the 59^th Council meeting of “Interelectro”. By the decision of the Council of “Interelectro” the President of the Republic of Tajikistan Emomali Rahmon was awarded the Order of Merit in honor of the 40^th anniversary.

The 59^th Council meeting of IO “Interelectro” concluded by the signing of the Protocol – minutes of the meeting, the aim of which is to unite the efforts of Member-States, under the new conditions, in realization of tasks facing the organization. Also, to use the platform of IO “Interelectro” for the expansion of international cooperation, to create joint ventures using the capabilities of “Interelectro”, to link production, economic, scientific and technical plans.

During the extensive exchange of points of view were discussed issues conserning further improvement of the cooperation mechanism within the scope of "Interelectro”, opening of a new branch of IO “Interelectro” in the city of Kiev and creation of an additional working group that could deal with the use of high-tech products in the electrical industry in subsoil use and oil and gas sector.

It is worth noticing that the authority of “Interelectro” is growing. IO “Interelectro” has implemented a new program for further development, which is aimed at strengthening ties between the participating countries, wider satisfaction of needs of member-states of “Interelectro” in high quality electrical products, expansion of economic and scientific-technical cooperation between countries on the basis of respect for mutual interests.

At the Closing Ceremony of the 59^th Council meeting the Chairman of the Board of "Interelectro" Kuralbay Buharbaev, Head of the Secretariat of “Interelectro” Ruzi Negmatov, and representatives of different countries in the Council of “Interelectro” expressed their deepest gratitude to the Ministry of Ecology and Natural Recourses of Ukraine for the invitation and a worm reception on Ukrainian soil, and to the Secretariat of “Interelectro” for its work in general and a great organization of the 59^th Council meeting.
